The Governing Body of Haute Vallée School is in place to maintain the appropriate leadership and governance of the school. The Governing Body draws on the expertise of current and retired professionals from within the community and education sector. The Governing Body meets termly.

SEN/Literacy Link Governor and Chair of the Board

Mr Philip Le Claire

Philip Le Claire was born and raised in Jersey and apart from a six-year spell as a bandsman in the British Army, he has spent most of his life to date in the Island. He has worked predominantly in the Construction Industry but is probably better known for being the founder of Autism Jersey and the first Executive Director of Mind Jersey. Philip has a very positive experience of the School having been a Parent Governor whilst his son was a student. He is the current Safeguarding Awareness Coordinator for the Scout Association and has been a uniformed leader for almost 25 years. He is the Vice Chair of the St Helier Youth and Community Trust and Vice Chair of the Haute Vallée Board of Governors. He is currently a Director and General Manager of SGB Hire for the Channel Islands. Philip is also a semi-professional musician. Philip was appointed as Chairperson for the Board on 10 May 2021.

Mr Phil Horsley

Phil Horsley was born in Coventry. He obtained a BSc in Construction Management whilst working his way through the ranks in the building industry. He has project managed many multimillion-pound construction projects in the UK, Caribbean and Jersey. He moved to Jersey in 2003 and is the Managing Director of Geomarine, the Channel Island’s largest civil and geotechnical engineering contractor. Phil is married with one daughter, and feels both privileged and proud to live, and raise a child, in Jersey.

Mr Cliff Chipperfield

Cliff Chipperfield worked in Education in Jersey for35 years. His career started as a Maths Teacher at Les Quennevais School and finished as a Director of Education. His qualifications include a BSc, MEd, and MBA. Currently Cliff is a Director with the charity Every Child Our Future, a Trustee on the Bosdet Foundation and President of Jersey Rugby Club.

Mr Jared Dann

Advocate Jared Dann is originally from the South East of England, where he grew up and was educated. He has an MA in Modern History from Oxford University. He subsequently qualified and practised as a barrister in London before moving to Jersey in 2011. Jared was sworn in as an Advocate of the Royal Court of Jersey in 2014 and he advises on a range of Jersey Law issues. He is delighted to have joined the Board of Governors at Haute Vallée.
Finance, Risk and Compliance Link Governor

Mrs Christine Walwyn

Christine Walwyn was born and educated in Epsom, Surrey and moved to Jersey in October 1999. Christine is currently a self-employed finance and business transformation consultant. Past roles include Commercial Policy Adviser for the BBC, Chief Operating Officer for the Education Department in Jersey and Group Business Transformation Director for Garenne Group. She is a Chartered Accountant and has extensive experience in finance, strategy, IT, governance, risk, and education. Christine is married with two children and enjoys cycling, running, and music. A strong advocate of innovative thinking, inspirational leadership, and integrity; she will use her governance and commercial experience to support the School in financial management and in collaboration with industry and the community as a whole.

Mr Ian Greenwood

Ian Greenwood has retired following 35 years in both teaching and senior management roles within the Education sector in the UK and Jersey and has a background in electrical engineering. Ian has been a member of the Haute Vallée Board of Governors since 2012, as a Parent Governor and an Invited Governor with specific responsibility for Standards and Progress.
Buildings and Health and Safety Link Governor

Mr Tim Daniels

Tim Daniels is the Director of Jersey Property Holdings, the Government Body that administers and maintains the land and buildings in public ownership. His views on the importance of stewardship of public land stems from the fact that he remembers doing a primary school project in the 1970s about the reclamation project at La Collette, and swimming beyond the sea wall with his grandparents near their store on the Esplanade in what is now the IFC! Tim was a Royal Marines Officer until 2008, when he joined a local Law firm as Programme Director for an office transformation project and subsequently assumed responsibility for their global office estate. He moved to the public sector in 2018. Tim is also Chair of the Island Branch of the Royal British Legion.

Mr Matt Falla

Matt was born in Jersey and has lived here all his life, apart from a couple of years working in Guernsey. Matt spent his career working in the Finance Industry, most recently with Evelyn Partners. Matt joined the Board as a Trustee of the Friends of Haute Vallée Charitable Trust in early 2022, before becoming a Governor later the same year. Matt is married and has a son and daughter. His passions are improving Mental Health outcomes for all and focussing on addressing our biases to create as diverse an environment as possible.

Mrs Daphne East

Daphne East started her career in Ireland and moved from London to Jersey in 1995 to open Metro as Head Chef for Antony Worrall Thompson. Daphne has had a varied career from Head Chef to New Product Development for local and UK manufacturing companies. Daphne also worked as the Town Centre Manager and Director of Customer Services for the Parish of St Helier for over 5 years. Daphne is now a Senior Category Manager for the Coop across Jersey and Guernsey. Daphne is also the Vice President for Jersey Chamber of Commerce and Chair of the Retail and Supply Committee. She enjoys entertaining and long walks with her family on her days off.

Miss Cheryl Hanlin

Cheryl Hanlin moved to Jersey in 1996 and has remained on the Island ever since. Originally working as a Travel Consultant for 6 years, she went on to become a Civil Servant for both the Housing Department and later the Social Security Department as a Contributions Advisor. For the past 5 years, Cheryl has been working at Autism Jersey as a Family Events, Mentoring, and Fundraising Co-Ordinator. Cheryl loves being fully immersed in working in the community and for the community of Jersey. Cheryl has a son who is at Secondary School. She enjoys pilates, reading, and has recently taken up rowing with the Jersey Rowing Club. Cheryl enjoys spending time with family and friends.

Mrs Izabela Muller

Izabela Muller was born in Poland, where she graduated as a Teacher of English as a Foreign Language. She moved to Jersey 20 years ago, where her two sons were born. Izabela currently works in the Offshore Finance industry in Private Wealth and also teaches at the Saturday Polish School, she finds both roles equally fascinating. In her spare time, Izabela loves to spend time with her sons and teach them how to be kind, resilient, and always do their best in anything that they undertake. She also loves Taekwondo and playing the drums!
Staff Governor

Mr Dave Young

As one of HV’s longest-serving staff members for over 20 years, I have been part of the HV upward journey to where it is now. I wear many hats at HV, including being Head of Careers, Head of PSHE, Head of the new Enrichment programme for Yr9-11, as well as teaching in the Music department. Over the years, I have enjoyed roles including Associate Assistant Headteacher, Trident WEX Coordinator, Digital Safeguarding Coordinator, Activity Week Coordinator, Teacher of KS4 ICT, Head of House, and other roles as well. I am currently working towards my NPQSL – a National Senior Leader qualification within Education. Before attending Universities, I was educated mainly in Jersey and am the father of two primary school-aged children. I am an accomplished classical musician as well as a guitarist/keyboard player/DJ. Separate from Music, I am also a qualified Project Manager with both Prince2 and Agile PM qualifications, and a keen sportsman, captaining both Squash and Racketball teams in Jersey’s top divisions. I play in all the Island tournaments and festivals, and regularly represent Jersey at Squash in the Inter-Insular each year against Guernsey.
